**Significant Papal Action(s) of Pope Gregory XVII: Created Cardinals (which included designation of a Camerlengo) to carry on mission of Church (Hierarchy) 1988. Formulated 'Continuance of Papacy Plan' 1988 to 1989 with Papal directive to *elect His successor promptly were he to die in unforeseen manner (*this occurred). Source: Papal Bio of Pope Gregory XVII So states David Hobson on one of his websites In Today's Catholic World. Although *betrayed by His Cardinals beginning on the day of His Divine Election, October 26, 1958 A.D., put under constant surveillance,
a documented death-threat, and having absolutely no temporal arm to turn to for help- Pope Gregory XVII, by a near miraculous occurrence shortly before His "unforeseen" death on May 2, 1989 A.D., **did perform the proper actions to carry on the True Hierarchy (Mission) of the True Church. So is there a successor to Siri? Let us examine the rest of the claim before examining the facts:
Theological/Historical Facts: The last Cardinal created by Pope Pius XII died in 1991. The Hostage Pope, Gregory XVII, created Cardinals in 1988 who are in exile today. These Cardinals were created while Pope Gregory XVII operated the true Vatican (due to grave necessity) "underground" (i.e. in a Catacomb-type manner to avoid detection from his Judeo-Masonic captors). Thus, all the actions His Holiness, Gregory XVII performed with his trusted Cardinals to preserve the Church and Her Divine mission, were prudently done "out of view".
Some have erroneously claimed that these Cardinals whom Gregory XVII created "out of view" of the public (and the Masons) eye(s) in the grievous emergency circumstances which His Holiness faced in the summer of 1988- somehow "lost their rights as Cardinals" when Pope Gregory died on May 2, 1989. This is entirely false and can be easily shown why.
It certainly is Church teaching that what are traditionally understood as secret Cardinals or Cardinals created 'in pectore' [i.e. specific Cardinals created in normal times by a secured Pope who has free movement, (for instance) in the Holy Father's private chapel at the Vatican in a purposely secret ceremony] (do) lose their rights as Cardinals upon the death of the appointing Pope. Yet as stated above- regarding the Hostage Pope, Gregory XVII's truly warlike situation- all of the elder Pontiff's actions to carry on the mission of the Church in 1988 by necessity, were performed in a way to avoid detection/certain death for him and his Princes by the armed usurpers [Freemasons].
Hence, His Holiness [an expert in doctrine] creating Cardinals who could convene a lawful conclave (which included designating a *Camerlengo), giving His Cardinals a special code-type communication system, His formulation of a strategic Continuation of Papacy Plan [rules of conclave, etc.,] and His specific commands to/for His Cardinals to carry out His orders, were all conducted/administered in the (war) traditions of the Catacombs - that is "out of view" of the enemy (for a time) - so as the flock could regroup [purify and strengthen itself] - to then in God's precise timing - come back and conquer the enemy.

Canon 233 provides that a Cardinal created in pectore receives no rights as a Cardianl, until his name has been published.
Let us apply this to the allegation that Joseph Siri was elected Pope on October 26, 1958. We must examine the published facts and not the testimony of one incredible man, who makes an unfounded claim.
1. The only public announcement of the October 26, 1958 election claimed that Alfredo Cardinal Ottaviani was elected. (United Press International)
2. White smoke did go up indicating that somone had obtained the required majority. However, Papal Election Law orders the immediate burning of ballots, if the election is successful, which begins a series of events that lead upt o asking the man elected if he accepts or not. Therefore white smoke is not an infallible sign of the completion of an election.
3. The rest of the Siri story cannot be verified, for the various proofs put forward are not acceptable in Eccliesiastical Court for various reaons, such as hte alleged US government files. And doubt has even been placed on these.
Fr. Daniel Jones accepted this theory and sought out Siri's secret cardinals without success, finally abandoning Siri in favor of another Gregory XVII.
The faithful not only have a right to have a Pope, but to have access to the Pope, as provided in Canon Law (Canons 682 and 1569. Since Hobson and Khoat are denying such access, we can presume that there is no successor to Siri. Also because Siri never claimed to be Pope and never publicly appointed Cardinals, we can presume that they do not exist. Even if proof could be brought forward now, such proof would be at best questionable and any reasonable Catholic could dismiss it as such. The most the Siri claim could prove, if true is that the elections of Angelo Roncalli, John the Baptist Montini, Albino Luciani and Karol Wojtyla were invalid. However, such can also be proven by the fact that all four were heretics prior to their apparent election. Also the Papacy was vacant from May 2, 1989 until July 16, 1990, when a group of Catholic proceeded in good faith to elect David Bawden as Pope Michael, because we have certainty of a vacancy on July 16, 1990, as proven by Peter Tran Van Khoat's own testimony.
